Let admins settle duplicate invoices on shipments
When two current exporter invoices list the same goods under different numbers, the invoice and packing list check now asks an admin to decide. An admin can keep one invoice, which replaces the other, or mark both as separate invoices. A replaced invoice can be undone with Keep both invoices.
